What's the difference between AWS credits & access to required developer tools?

Which developer tools are we talking about & how/when do we get the access to them?
How do these tools differ from AWS credits which we may request?

  The developer tools that you need to develop the GenAI application. We have given the names of some AWS tools. Please refer to the rules related to 'Apply for Free AWS credits'. You need to submit the technical architecture after picking up the use case/challenge (out of 5 given). We will evaluate that architecture and will confirm within 3-5 days. If your architecture is approved, we shall get back with the coupon code to avail AWS Credits.
